The Heart and Soul of the Constitution

In the introductory part of our Philippine Constitution which also known as the Preamble says; "We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution."

During my high school days, it is a must for us to memorize the Preamble of the Philippine Constitution maybe because the Educational Institution wanted to inculcate in our young minds the importance of being a good citizen of our nation whether following or leading our country. In my personal opinion, the Preamble is the Heart and Soul of the Philippine Constitution. We have so many law experts and brilliant constitutionalists if there is a term like this, but none of them really promulgate the Heart and Soul of the Constitution.

Every year we have a national budget to finance various national projects and infrastructure as well as allocations to run different national offices but they offered little services to the people and this is the saddest part.

                                   1. DUTERTE FIRST NATIONAL BUDGET - P3.35T
                                   2. PROPOSED NATIONAL BUDGET 2018   -P3.767T

I do not know whether the Congressmen and Senators Annual Budget are included in the National Annual Budget or aside from the National Budget their respective offices have separate budget allocation.

Year in, year out we have a National Budget allocation intended for various types of programs and projects, infrastructures  and services but until now we hardly seen the evidence of it. Where the people's money goes?

We are a very generous people. We love and care for our Leaders. We even rally behind them. We give them all their needs to perform well in their sworn duties. We give them their salaries on time and other perks and benefits. We even provided them cars for their mobility. We housed them good. We make them presentable and honorable. What else we do not provide?

Despite of the present status they enjoyed, some of them are not satisfied and contented. In connivance with unscrupulous contractors and businessmen they devised a plan to stole the people's money and what are intended for us were pick-pocketed.

We have seen too much. The nation becomes anemic because of these blood-suckers and the Filipino people are suffering from acute ulcer because of hunger.

I hope that through this article, the President down to the lowest public officials will repay the generosity of the people who have a high respect and confidence on them.

WHAT HAS BEEN BROKEN IS BROKEN

"Nothing is ever truly broken". That is the philosophy behind the ancient Japanese Arts of Kintsugi, which repairs smashed pottery by using beautiful seams of gold. This practice started way, way back in the 15th Century when Japanese Military Commander Ashikaga Yoshimasa accidentally broke one of his favorite Chinese tea pot. (picture taken from BBC Arts Get Creative) Because he loves so much the tea pot, Commander Yoshimasa went to repair shop to get it fixed. But he was dismay over the result. From then on, Japanese Craftsmen come up with more pleasing method of repair. As you can see it from the illustration above and because of the treatment and application being applied no trace of evidence that it was formerly broken into pieces. I wish that this method of fixing broken teapots either made of glass or ceramic can also be applied in our relationship once it was broken into pieces.
